Allow more input files and compiler flags in fltk-config (#647, #656)
Also refactor, reformat, and simplify code:
- move all variable substitutions to the beginning of the file
- simplify Cairo support and nesting of 'if' clauses
- unify indenting: 4 spaces, no tabs
